Health, Safety and Environment Manager (Manufacturing Plant)

The Opportunity
We are representing a leading global renewable energy manufacturer to appoint an experienced Health, Safety & Environment (HSE) Manager for a manufacturing facility in Bahia, Brazil. This is a plant-based role responsible for leading all HSE activities across a large-scale industrial operation. The position will play a critical role in embedding a strong safety culture, ensuring full regulatory compliance, and supporting safe, efficient manufacturing operations as the plant ramps up and scales.
Key Responsibilities
- Lead and implement the organisation’s HSE management system across the manufacturing facility, ensuring compliance with Brazilian legislation, industry standards, and internal policies
- Act as the site HSE authority, partnering closely with plant leadership and operational teams
- Integrate HSE requirements into manufacturing processes, production lines, testing areas, logistics, and maintenance activities
- Drive a zero-harm safety culture through training, behavioural safety initiatives, and workforce engagement
- Oversee risk assessments and safe systems of work (PGR, APR, JSA, PTW, LOTO)
- Lead incident and near-miss investigations, root cause analysis, and corrective/preventive actions
- Own emergency preparedness and response, including drills and coordination with local authorities
- Manage HSE reporting, KPIs, audits, and inspections
- Maintain effective relationships with regulators, unions, contractors, and internal stakeholders
Experiences Needed
- Degree in Engineering, Safety, Environmental Management, or a related discipline
- 10+ years’ experience in HSE leadership within manufacturing or industrial environments
- Strong preference for candidates from direct competitors within wind turbine or renewable energy manufacturing
- Proven experience operating in plant / factory environments
- Solid knowledge of Brazilian HSE legislation and regulatory requirements
- Experience engaging with unions and regulatory authorities
- CREA registration required
- Professional fluency in Portuguese and English, to effectively liaise between local plant operations and global headquarters
- Demonstrate strong leadership, communication, and stakeholder management skills
